This is a beautiful new black skirt.  Material has some stretch.  Zips up the side.  Fitted through the hips and the skirt flares out a bit and has this unique 'parachute pully' design to it.  The front of the skirt has two rows of black ties that can be tied higher or lower to bring the length of the skirt up or down.  So sexy and different!  97% Cotton, 3% Spandex.  Marked size Small.  Waist is 28 inches around.  Skirt is 29 inches at its longest point.  This would be gorgeous with some black knee high stiletto boots.
